Set in January 2118, Akane Tsunemori suddenly receives a report that an incident has occurred on a foreign ship while she is in a meeting.

Akane and Atsushi Shindo who were also attending the conference, rushed to the scene. But for some reason, the authority to investigate was delegated to the Action Division of the Ministry of Foreign Affairs’ Foreign Coordinating Bureau.
